Indications:

1) )Ne pas réduire le sujet à « Covid- 19 et le port du masque obligatoire ? Arguments pour / arguments contre » (Doc 2 de 2007 en dehors de la problématique de la pandémie donc ce document serait  de fait exclu en adoptant cette problématique)  
Le dossier s’inscrit dans le thème plus large de « public health safety clashes with individual freedom and ensuing obstacles  protests and challenges  » Note that the word « arbitrary » is a key word in this debate around our entitlement to be free and raises the question of what freedom really is. In this backdrop face mask wearing is the most prominent and topical aspect of this issue, giving more magnitude to the initial debate as the subject is currently polarised and politicised. (Case in point The USA)  

2) Il ne suffira pas, non plus, de décrire un certain nombre de mesures contraignantes prises par un gouvernement démocratiquement élu  pour protéger les citoyens mais de mettre en perspective ce qui se joue vraiment dans la défiance envers « the nanny state ». Pourquoi cette ingérence est-elle ressentie comme une atteinte aux droits et libertés individuels alors que ces mesures sont nécessaires, ont fait preuve d’efficacité et  sont destinées à protéger ces mêmes citoyens, voire à leur sauver la vie.  

3) )Questions à se poser et remarques  pour bien cerner ce dossier : 

To what extent can a state legitimately restrict the liberties of its citizens in order to serve the common good? Furthermore, to what extent has the protection of the public's welfare been a pretext for governments to curtail or erode fundamental rights? These questions have formed the foundation of controversies and long‐running debates about public health in western countries; conflicts that have been animated by a deep‐rooted mistrust of overreaching authorities, concerns about arbitrary exercises of power, and by the anti‐authoritarian ethics that is a historically prominent feature in western democracies.  How and why do people object to life-saving measures and how does this trend affect face mask coverings in the midst of the Covid 19 pandemic. 

4) Le dossier s'articule donc autour de ces trois questions:

What is the legitimate role of the state in modifying, discouraging or even prohibiting behaviours that increase both morbidity and mortality?  How to explain citizens’ defiance and rebellious stance towards measures that could save their lives? Can mandatory face mask covering be considered as an instance of state interference jeopardising citizens’ freedom ?
